C. Midway between tidal changes. During the flow of water from tidal change to tidal change, the velocity of the tidal current varies from zero at slack water to a maximum, called strength of flood or strength of ebb, about midway between the periods of slack water. The velocity then begins decreasing and returns to zero during the next slack water period.
